This analysis explicitly referred back to Kevin Phillips\u2019 1969\u00a0<em>The Emerging Republican Majority<\/em>, which argued that the Democratic embrace of civil rights would move white southerners and some of the northern white working class, and so the balance of power, into the Republican column. The Republican<\/span>\u00a0<a href=\"https:\/\/fivethirtyeight.com\/features\/the-republican-choice\/\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #0a304e;\">choice<\/span><\/a>\u00a0<span style=\"color: #0a304e;\">to become (or allow themselves to be seen as) mainly a \u201cwhite\u201d party was in spite of arguments among some Republican campaign professionals,<\/span>\u00a0<a href=\"https:\/\/abcnews.go.com\/Politics\/OTUS\/rnc-completes-autopsy-2012-loss-calls-inclusion-policy\/story?id=18755809\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #0a304e;\">especially after the 2012 election<\/span><\/a>,\u00a0<span style=\"color: #0a304e;\">that the party needed to increase its appeal to growing demographic groups. In spite of such appeals, the nomination, election, and subsequent domination of the party by President Donald Trump appear to have doubled down on making the Republicans<\/span>\u00a0<a href=\"https:\/\/www.brookings.edu\/research\/states-of-change-2019\/\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #0a304e;\">a party dominated by white voters<\/span><\/a>\u00a0<span style=\"color: #0a304e;\">\u2013 and the Democrats something different.<\/p>\n<p>President Biden\u2019s victory might seem to suggest that the demographic pattern continues to favor the Democrats. So does the fact that Democrats have won the national presidential vote in seven of the last eight elections \u2013 a dominance that has never occurred, for either party, before. Georgia\u2019s flip into the Democratic column represents the Democratic dream of how the demographic dynamics can develop.<\/p>\n<p>And yet\u2026 there are still a heck of a lot more whites,<\/span>\u00a0<a href=\"https:\/\/www.census.gov\/quickfacts\/fact\/table\/US\/PST045219\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #0a304e;\">by census definition<\/span><\/a>,\u00a0<span style=\"color: #0a304e;\">than all other ethnic groups put together. We are a long way from the point at which most voters will not define themselves as \u201cwhite\u201d on census forms. From this perspective, being defined as the \u201cwhite party\u201d \u2013 if it means the Democrats are defined as the \u201cnot white party\u201d \u2013 could actually help Republicans \u2013 as political scientist Larry Bartels pointed out<\/span>\u00a0<a href=\"https:\/\/www.washingtonpost.com\/news\/monkey-cage\/wp\/2014\/04\/16\/can-the-republican-party-thrive-on-white-identity\/\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #0a304e;\">in 2014<\/span><\/a>.\u00a0<span style=\"color: #0a304e;\">The Constitution currently gives Republicans (or rural whites) disproportionate odds of controlling the Senate, while gerrymanders, which can be self-perpetuating, favor the Republicans for winning the House.<\/p>\n<p>Moreover, the concept of \u201cwhite\u201d or, conversely, \u201cminority\u201d is rather plastic. Lots of Americans might not have thought Jews or Italians \u201cwhite\u201d a century ago (as shown by the politics of the 1924 Immigration Act). Now those groups are \u201cmajority,\u201d and largely see themselves as such (though some Jews might be getting worried). Similarly, as has been widely noted, a noticeable portion of Hispanic-heritage voters shifted towards Trump in 2020. This was even or perhaps a bit because of his position on immigration in places like<\/span>\u00a0<a href=\"https:\/\/www.politico.com\/news\/magazine\/2020\/11\/17\/trump-latinos-south-texas-tejanos-437027\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #0a304e;\">the Rio Grande valley<\/span><\/a>,\u00a0<span style=\"color: #0a304e;\">but was<\/span>\u00a0<a href=\"https:\/\/assets.documentcloud.org\/documents\/20537484\/equis_post-mortem_part_one__public_deck_.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #0a304e;\">definitely not limited<\/span><\/a>\u00a0<span style=\"color: #0a304e;\">to highly-publicized examples such as the Mexican border and Miami-Dade County. One should not assume that as groups become more assimilated into the mainstream economy, they will not move to the right like many immigrant groups before them.<\/p>\n<p>And yet\u2026 it would be hard to move into a Republican party that is attacking you (though that might not matter if your vote is successfully denied). And the demographic trends have some other dimensions. One is that<\/span>\u00a0<a href=\"https:\/\/www.washingtonpost.com\/opinions\/2021\/03\/30\/latest-threat-gop-americans-are-becoming-less-religious\/\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #0a304e;\">religious affiliation and commitment appear to be declining quickly<\/span><\/a><span style=\"color: #0a304e;\">. That is not a good sign for a party that has much stronger support among more-religious voters \u2013 though it appears to also be a result of the tight link between the Republicans and some religious groups driving moderates away from religion. Another is that Republican emphasis on white identity has been part of the arguably autocratic radicalization of a substantial portion of the party\u2019s supporters \u2013 as Larry Bartels argued in<\/span>\u00a0<a href=\"https:\/\/www.pnas.org\/content\/117\/37\/22752\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #0a304e;\">another paper<\/span><\/a><span style=\"color: #0a304e;\">, even before January 6.<\/p>\n<p>So, after all that background \u2013 what should we think about the Republican party and demographic change? His research focuses on race, ethnic relations, issues of race and immigration in education, and comparative immigrant integration.<\/p>\n<p>Dr. Parris completed his dissertation, \u201cWhy the Turks Have it Better: A Comparative, Historical Analysis of U.S. Bilingual Education and Islamic Religious Instruction in Germany, 1965-2010,\u201d in the Department of Political Science at Johns Hopkins University. Dr. Parris\u2019 dissertation looks at two issues in political incorporation through a focus on explaining their respective policy trajectories since the 1960s. The study treats Islamic religious instruction in Germany and US bilingual education as comparable issues of political incorporation and as issue areas central to the respective national debates over national cultural identity.
