Dear Colleagues:<\/p>\n

The Kyoto Protocol\u2014the international treaty crafted by states to address climate change\u2014has expired. The Obama administration shows little ability to either pass or implement legislation. Atmospheric concentrations of CO2 emissions continue to grow. The effects of climate change are evident: hurricanes, ocean acidification, glacial melting.<\/p>\n

Yet many countries are developing their own climate change policies. Carbon markets, which aim to put a price on emissions, are popping up all over the world. Cities are making changes at the local level\u2014preparing for a climate-changed world. Renewable energy is on the way up and coal is on the way down.<\/p>\n

Are we doomed? Prof. Green\u2019s book on climate change,\u00a0Rethinking Private Authority: Agents and Entrepreneurs in Global Environmental Governance<\/em>, is hot off the press. The book examines the role of NGOs and firms as de facto regulators\u2014creating their own rules to address climate change\u2014even in the absence of government She joins us to survey the landscape on what\u2019s good news and what\u2019s not, and where we are headed.<\/p>\n

About Our Guest<\/span><\/strong><\/p>\n

Jessica Green<\/strong>\u00a0studies the rise of private actors as regulators. Her research asks when and why private firms and NGOs serve as de jure and de facto regulators in world politics, and how that affects the existing landscape of international institutions. Substantively, she focuses on transnational environmental problems, and climate change in particular. Her dissertation received the American Political Science Association’s Virginia Walsh prize for best dissertation in science, technology and environmental policy. Her research has been published in\u00a0Global Environmental Politics<\/em>,\u00a0Governance<\/em>, and\u00a0Business and Politics<\/em>. Her research interests include transnational regulation, international environmental law, global governance and regime complexity.<\/p>\n

Before beginning Ph.D. studies, Professor Green earned her MPA in International Environmental Policy at Columbia University. She then worked with the United Nations University, in New York and Tokyo, where she co-edited two books on sustainable development and environmental governance. She has also worked at the UN Framework Convention on Climate Change and the World Resources Institute.<\/span><\/p>\n

Where We Meet<\/span><\/strong><\/p>\n

The Friday Public Affairs Lunch convenes each Friday when classes are in session, from 12:30 p.m. to 1:30 p.m. We usually meet in the Dampeer Room of Kelvin Smith Library. The Dampeer Room is on the second floor of the library. If you get off the elevators, turn right, pass the first bank of tables, and turn right again. Occasionally we need to use a different room; that will always be announced in the weekly e-mails.<\/span><\/p>\n

Parking Possibilities<\/span><\/strong><\/p>\n

The most convenient parking is the lot underneath Severance Hall. We regret that it is not free. From that lot there is an elevator up to street level (labeled as for the Thwing Center); it is less than 50 yards from that exit to the library entrance. You can get from the Severance garage to the library without going outside. Near the entry gates – just to the right if you were driving out – there is a door into a corridor. Walk down the corridor and there will be another door. Beyond that door you’ll find the entrance to an elevator which goes up to an entrance right inside the doors to Kelvin Smith Library.<\/span><\/p>\n
